The Netherlands Water, Sanitation and Hygiene Sustainable Development Goal (WASH SDG) programme responds to the Dutch Government’s commitment to contribute to Sustainable Development Goal (SDG) 6; reaching an improved water, sanitation and hygiene (WASH) situation for all, by 2030. The Consortium focuses at sub-national (district) level because this is where we can add most value. We were assigned the national consultancy for Zambia, under AM Consulting to assess SNV and PLAN Zambia. The main strategic objectives of the Programmes were to improve behavior change interventions (result: increased demand for improved WASH facilities and practices). Secondly, to improve WASH service provision (result: increased availability of affordable and appropriate WASH products and services). Thirdly, strengthen WASH governance and institutional framework (result: (local) governments enable efficient and effective delivery of inclusive and sustainable WASH services). Evaluation criteria was based on relevance, coherence, effectiveness, efficiency, impact and sustainability.
